The EU AI Act (Regulation (EU) 2024/1689) is the world's first comprehensive legal framework specifically designed to regulate artificial intelligence. Adopted by the European Parliament in March 2024 and published in the Official Journal on July 12, 2024, it establishes harmonized rules for the development, deployment, and use of AI systems across the European Union.
The regulation takes a risk-based approach, classifying AI systems into four tiers: unacceptable risk (banned), high risk (extensive obligations), limited risk (transparency requirements), and minimal risk (voluntary codes of conduct). Like GDPR, the EU AI Act has extraterritorial scope. It applies to any organization worldwide that places AI systems on the EU market, deploys them within the EU, or produces AI outputs used in the EU. The regulation imposes specific obligations on organizations deploying AI. Here are the seven requirements every enterprise must address.
The EU AI Act requires automatic recording of all AI system events over their entire lifetime. Deployers must retain these logs for a minimum of 6 months. Logs must enable traceability, risk identification, and post-market monitoring - and be available to regulators on request.
Article 14 requires that AI systems can be effectively overseen by humans. Specifically, Article 14(4)(e) mandates a 'stop button or similar procedure' that allows the system to halt in a safe state. Oversight persons must be able to override, reverse, or disregard AI outputs in real time.
The Act requires strict data governance including safeguards for special categories of personal data. Article 10(5) mandates strict access controls, documented authorization, pseudonymisation, and deletion of sensitive data when no longer needed. Data reaching AI systems must be relevant and representative.
Organizations must establish a continuous, iterative risk management system throughout the AI lifecycle. This means identifying, analyzing, and mitigating foreseeable risks - not just at deployment, but in production. Post-market monitoring data must feed back into risk assessment.
When a risk is detected, deployers must suspend use without undue delay and notify authorities. Serious incidents must be reported within 2 days (widespread), 10 days (death), or 15 days (standard). This requires real-time detection capabilities - you cannot report what you cannot detect.
Already in force since February 2, 2025. All providers and deployers must ensure sufficient AI literacy of staff dealing with AI systems. Simply asking employees to read a manual is explicitly insufficient. Training must be proportionate to role and risk level.
High-risk systems require comprehensive technical documentation covering design, data governance, performance metrics, and risk management. Users must be informed when interacting with AI. AI-generated content must be machine-readable and detectable.

Yes. Like GDPR, the EU AI Act has extraterritorial reach. It applies to any organization that places AI systems on the EU market, puts them into service in the EU, or produces AI outputs used within the EU. This means US, UK, Australian, and other non-EU companies serving European customers, employees, or partners must comply. Non-compliance exposes organizations to the same penalty framework regardless of where they are headquartered.
General-purpose AI models like GPT-4, Claude, and Gemini are regulated separately as GPAI models, not directly classified as high-risk. However, enterprise applications built on these models become high-risk when deployed in domains listed in Annex III - including employment and HR decisions, credit scoring, education, law enforcement, and critical infrastructure management. The classification follows the use case, not the underlying model.
August 2, 2025 activated GPAI model provider obligations, AI literacy requirements (Article 4), the full penalty regime, and governance infrastructure. August 2, 2026 is when full high-risk AI system obligations take effect - including conformity assessments, deployer obligations (Article 26), human oversight requirements (Article 14), logging mandates (Article 12), data governance (Article 10), and risk management (Article 9).
